PARTICIPATION BY PUBLIC IN MEETING

 

Please review the Agenda to determine if the subject you wish to discuss is scheduled for Council consideration.  If it is on the Agenda, you will have an opportunity when that matter comes up for discussion to briefly address the Council.

 

If the subject is not on tonight’s Agenda, please complete an Agenda Request Form (on Clerk’s table) and present it to the City Council Clerk.  You will have the opportunity to speak on the subject under Item 5.2. However, if the item is not on the Agenda, each speaker will be limited to one three (3) minute opportunity to speak, unless the City Council makes an exception due to special circumstances.

 

The Brown Act prohibits the Council from taking action on any item not placed on the printed Agenda in most cases. 

 

Effective July 1, 2008, the Brown Act requires any non-confidential documents or writings distributed to a majority of the City Council less than 72 hours before a regular meeting will be made available to members of the public at the same time they are distributed.

 

City Council meetings are televised and can be seen live on Cable Public Access Channel 11 and on tape delay the following morning at 10:00 a.m.

 

In compliance with the Americans with Disabilities Act, the City of Anderson will make available to members of the public any special assistance necessary to participate in this meeting.  The public should contact the City Clerk’s office (378-6646) to make such a request.  Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

6.1              MINUTES - Approve the minutes of the regular meeting of March 20, 2012.

            LEGAL SERVICES AGREEMENT WITH BEST BEST & KRIEGER, LLP (“BBK”) AND THE CITY OF ANDERSON AS SUCCESSOR AGENCY UNDER AB1X26 TO THE FORMER ANDERSON REDEVELOPMENT AGENCY

           

            RECOMMENDED ACTION:

 

            Authorize the Mayor to sign an agreement with Best Best & Krieger, LLP (“BBK”) for legal services for the City of Anderson as the successor agency to the former Anderson Redevelopment Agency.

7.1       PUBLIC HEARING - PRESENTATION OF THE FINAL PEDESTRIAN MASTER PLAN (THIS IS A LARGE DOCUMENT)

 

            RECOMMENDED ACTION:

 

            The Assistant City Manager recommends the City Council and Planning Commission:

 

1.      Conduct a Joint City Council/Planning Commission public hearing; and

 

            The Assistant City Manager recommends the City Council:

 

2.     Adopt a resolution adopting the Final Pedestrian Master Plan.

 

The Planning Commission will adjourn and the City Council will continue.


7.2       APPEAL OF THE PARCEL MAP CONDITIONS OF APPROVAL #4 AND #10 FOR PM 11-01 TO DIVIDE AN 18.82 ACRE COMMERCIAL ZONED PARCEL INTO TWO PARCELS.  ASSESSOR PARCEL NUMBERS 202-500, TAX LOT 014 AND 086-070 TAX LOT 058

 

            RECOMMENDED ACTION:

 

1.     Conduct a Public Hearing regarding the proposed appeal of conditions of approval for Parcel Map 11-01;

 

2.     Deny the appeal and uphold the Parcel Map 11-01 approval with conditions as per Planning Commission Resolution 11-10; and

 

3.     Find that the project is a mitigated negative declaration pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15070 with the State Clearing House number 2011102010.

 

7.3       THE CITY OF ANDERSON ANNUAL HOUSING PRODUCTION REPORT

 

            RECOMMENDED ACTION:

 

1.     Conduct a Public Hearing; and

 

2.     Receive the Annual Housing Production Report.

 

7.4       PUBLIC HEARING - AMEND RESOLUTION NO. 12-13 APPROVING SUBMISSION OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR A COMMUNITY DEVELOPMENT BLOCK GRANT - 2012 FUNDING CYCLE

 

            RECOMMENDED ACTION:

 

1.     Conduct a Public Hearing; and

 

2.     Adopt a resolution amending Resolution No. 12-13 by changing the project scope for the application from a Public Improvement - Bellevue Sewer Line Project area  to a Public Improvement – Anderson Heights Reservoir Water Tower/Public Water Tank Improvement Project, and approving an application for a Community Development Block Grant in the amount of $1,500,000 for the Anderson Heights Reservoir Water Tower/Public Water Tank Improvement Project, and a $100,000 set-aside project, and authorizing the City Manager, or his designee, to execute a grant agreement and any amendments thereto   with the State of California for the purposes of this grant.

8.4a     RESOLUTION RESCINDING THE EXTENSION OF THE ABANDONED VEHICLE ABATEMENT SERVICE FEE

 

            RECOMMENDED ACTION:

 

Adopt a resolution rescinding Resolution No. 11-55 which extended the collection of fees for the Shasta County Abandoned Vehicle Abatement Service Authority from April 30, 2012 to April 30, 2022 and allow the service fee to expire on April 30, 2012.

 

8.4b     AMENDMENTS TO THE MEMORANDUM OF UNDERSTANDING WITH THE TEAMSTERS LOCAL 137

 

            RECOMMENDED ACTION:

 

Adopt a resolution approving amendments to the Memorandum of Understanding negotiated between representatives of the City of Anderson and representatives of the General Teamsters, Professional, Health Care and Public Employees Local 137.

 

8.5       FINANCE DEPARTMENT

 

            RESOLUTIONS DIRECTING THE FILING OF THE ANNUAL REPORTS FOR ASSESSMENT DISTRICT NO. 1993-2, LANDSCAPE AND LIGHTING DISTRICT NO. 2006-1, SOUTH RIDGE TERRACE – UNIT 1 LANDSCAPING MAINTENANCE DISTRICT, AND SANITARY SEWER MAINTENANCE DISTRICT 1-09, SILVERGATE SUBDIVISION FOR THE 2011/2012 FISCAL YEAR

 

            RECOMMENDED ACTION:

 

1.     Adopt a resolution directing PACE Civil Engineering to file the Annual Report for Assessment District No. 1993-2, with no rate increase or change in assessment methodology.

 

2.     Adopt a resolution directing David Taussig & Associates, Inc. to file the Annual Report for Landscape and Lighting Assessment District No. 2006-1 for the Vineyards at Anderson, with an authorized cost of living increase.

 

3.     Adopt a resolution directing EFS Engineering, Inc. to file the Annual Report for South Ridge Terrace – Unit 1 Landscaping Maintenance District,  with an authorized cost of living increase.

 

4.     Adopt a resolution directing Pace Civil Engineering, Inc. to file the Annual Report for Sanitary Sewer Maintenance District 01-09, Silvergate Subdivision, with an authorized cost of living increase.

ORDINANCE ADDING ADDITIONAL WASTEWATER STANDARDS TO THE ANDERSON MUNICIPAL CODE

            RECOMMENDED ACTION:

 

Introduce an ordinance (first reading), amending the Anderson Municipal Code Chapter 13.76, Section 13.76.080 E, by adding a new subsection 6 which shall             read: “6. Total Dissolved Solids. The average concentration of total dissolved solids shall not exceed 500 mg/L”, and set for enactment (second reading) on April 17, 2012.
